Another substation where JEA made a commitment to work with a preservation council was with the Riverside/Avondale Area Preservation (RAP) to redesign the Randall Street Substation. The existing building was a two-story, yellow brick office building with no windows. PQH's design removed the east end and the second floor, with exception of the rear wall that helps screen the switchgear behind. A sloped concrete tile roof was constructed over the main facility with smaller roofs stepping down to incorporate a small out building into the overall structure. The opposite end features a mirrored wall that doubles the apparent size of a pocket park created when the building was removed. The brick was stuccoed over to emulate the style of some of the homes in the Avondale area across Roosevelt Boulevard.
